To Enable DreamScene In Windows 7 There is A tool Which Was Developed By Other Websites not By Microsoft.
Download and Run The Software as Adminstrator.And When Software Run Click On Enable Dreamscene.And Then Right Click on any DreamScene Vedio and in Context Menu You See Set as Desktop Background.
